黄鶴楼(こうかくろう)を笑えない！天守の意味の脱落

――すでに築５０年を越えた大型のコンクリート天守――

この２～３週間、どういう訳か、前回も申し上げた「コンクリート天守の木造再建」のことが頭から離れず、やや大仰に申しますと、これは今の世代に託された命題ではないのか？ とも感じられてなりません。

で、いっそのこと、当ブログ独自に「木造再建の優先度ランキング」でも作ってご覧に入れようかと思ったものの、考えれば考えるほど、これは難解だ、ということが分かって七転八倒しております。

その最大の理由は、明治維新のとき天守の “大量絶滅”（封建主義の象徴の一掃）があったわけですが、それも言わば「我が国の歴史の声だ」と考えて尊重すべきなのか、またそれとは正反対に、現在の日本が再び（明治以来の中央集権から）分権社会に向かっている中で、改めて木造天守を “地域分権のモニュメント” として見直すのもいいのではないか、という二つの考え方に、まったく折り合いがつかないからです。
　
　
―――例えば前者の考え方ですと、明治に取り壊された天守（小田原城ほか）を確たる理由もなく再興することは歴史のねじ曲げになりかねず、むしろその後の昭和にアメリカ軍の空爆や原爆投下（という天守の歴史とは無関係な理由）で失われた七基の天守こそ、まずは最優先で木造再建すべきだということになります。

※七基の天守（被災順）＝名古屋城、岡山城、和歌山城、大垣城、水戸城御三階、広島城、福山城
　
　
―――ところが後者の考え方ですと、破竹の勢いの官軍（明治新政府）に恭順し、いちはやく廃城願いを出して取り壊された、大久保家の小田原城天守など、合わせて三十数基にのぼる天守や御三階が、逆に、中央集権化に走った政治の犠牲者（スケープゴート）として見直されることにもなるでしょう。

―――そして奇妙なことに、この二つの考え方では、冒頭の写真の大阪城天守閣や小倉城天守、そして一昨年に話題になった江戸城天守などは、どちらにも含まれず、ランキングはずっとずっと下の方に位置づけられてしまうのです。

そこで今回は（収拾のつかないランキングは断念しまして）天守の焼失・再建・破却・復興をめぐる不可思議な歴史をザッと振り返り、何故そんなことになったのか、外国の事例とも比べながら申し上げてみたいと思います。
　
　
　
＜保科正之(ほしな まさゆき)の腹芸？がもたらした、天守の意味の脱落＞

上の２枚の写真のように、福岡城と江戸城はともに江戸初期に天守が失われましたが、その原因は大きく違うものでした。

元和６年（１６２０年）、ご承知のとおり黒田長政（くろだ ながまさ）が将軍・徳川秀忠に「徳川の世は城もいらないので天守を崩しました」という意味の言上をし、居城・福岡城の天守を進んで取り壊したと言われます。

これは、当サイトの第一弾リポートの最後でも申し上げたように、天守は本来、徳川幕府の治世とは水と油の関係にあるという本質を、長政が熟知していたからこそ行えたスタンドプレーではないでしょうか。

と申しますのは、徳川幕府は、各藩が天守を統治の象徴として代々受け継ぐことは許すものの、例えば、藩主の代替わりや国替えの度に新しい天守（＝革命記念碑！）がボコボコと新造（造替）されるような事態は、断じて許さない、という基本姿勢があって、そういう “幕府の意” を長政が大仰に解釈してへりくだってみせたのではないかと…。
　
　
そして一方の江戸城天守は、明暦（めいれき）の大火で焼けると三代将軍・家光の弟・保科正之が「軍用に益なく、唯観望に備ふるのみなり」と進言して、以後、再建されることはありませんでした。

正之の進言がじつに意味深長だと思うのは、天守は確かに「軍用に益なく」かもしれませんが、政治的な効果はたっぷりと含んだままであり、その証拠には、正之自身の居城・会津若松城の天守はしっかりと幕末まで存続し、親藩や譜代が封建体制の中で 徳川将軍を支える姿勢を示し続けたことからも 間違いないように思われるのです。

つまり正之は「徳川将軍はもはや巨大な天守で諸大名を威嚇する必要はない」と進言しただけであって、それ以後、徳川将軍家の大坂城や二条城の天守が焼失すると再建されなかったのに対し、再建されたのは徳川御三家や松平家・大久保家・池田家・中川家の天守と御三階（松山城ほか）だったのです。

ところが保科正之の進言と幕府の治世は予想以上の効果をもたらし、やがて日本人すべてに「天守とは何だったか」をボンヤリと分からなくさせてしまったようです。

例えば明治時代の “大量絶滅” で 最後に取り壊された天守は高取城の御三階で、明治６年の廃城令で「廃城」と決まりながらも明治２４年（１８９１年）まで残り、それはただ標高５８０ｍの山頂にあったために取り壊しが面倒だったらしく、したがって当時、天守は政治的にはとうに “捨て置いて構わないもの” に成り下がっていたようです。

ということは、保科正之の進言から高取城の破却まで、二百三十年あまりの時をかけて、天守はゆっくりと「その意味が脱落していった」のだと思えてならないのです。
　
　
　
＜いわゆる歴史主義建築とも違う、分類不能？のコンクリート天守が登場＞
　
　
　
さて、その後、世界では１９世紀から２０世紀初めにかけて「歴史主義建築」の建設が流行し、これにはパリのオペラ座やベルリンの国会議事堂、日本の初代の歌舞伎座などが含まれるそうです。

これらは劇場や議事堂などを建てるとき、それに似合った時代の様式を施主や建築家がチョイスして建てた、ということらしく、今回の話題のコンクリート天守のように（あえてストレートに表現するなら）特定の××城天守にそっくりな外観の展望台や資料館を、その故地に建ててしまった、というケースとは訳が違うようなのです。

となると、コンクリート天守というのは、なかなか世界的にも類似の有名建築が見当らない特殊な存在みたいで、あえて一番よく似た建物を探すと、今は中国の「黄鶴楼」あたりになるのではないでしょうか？

世界で一番よく似た建物？ 湖北省武漢市のコンクリート造「黄鶴楼」

有名な黄鶴楼は有史以来、１７００年あまりの間に何度も焼けて建て直され、先代の清の時代のものも１８８４年に火災で焼けたことを踏まえて、ちょうど百年後（１９８３年）に現在の建物がコンクリート造（エレベータ付）で登場しました。

正直に申しまして、何度も建て直したこと自体が “かの国の誇るべき歴史” なのに、現代中国人の「燃えないからいい」という感覚はやはり何かに毒されている証拠であり、異様だと思うものの、少し見慣れて来ると、つい最初の違和感を忘れてしまうのがなんとも恐ろしい限りです。
　
　
―――で、これとほぼ同じことが、昭和から平成にかけて、我が国の主要都市の中心部で繰り広げられたわけで、当時の復興天守の位置づけを市史で確認しますと、明らかに「地域振興のための観光開発」であり、文化行政とはお門(かど)違いであったことが分かります。
　
　
和歌山市史より→「昭和二十五年頃から話題になっていた和歌山城の再建が実現」「和歌浦・加太友ケ島地区と合わせて」「紀勢本線の全通を契機に一層の観光客誘致を」

広島新史より→「産業博を大々的に行い、郷土産業の振興を」「広島城あとに天守閣の復原が決定、第３会場に追加された」

名古屋市史より→「この年の名古屋まつりは名古屋開府三五〇年、市制施行七〇周年に加え、名古屋城再建完成といった三重の意味で、名古屋の発展を祝う盛り沢山の行事が企画されていた」
　
　
という状態ですから、役所内の建設発注の担当部署も、おそらくは産業振興とか観光とか土木・公園というセクションであったことは疑いようもありません。

要するに、歴史的に意味が脱落していた「天守」は、もう外見さえそれらしく造ればＯＫな、公共の施設（建築基準法に基づくビル建築）でよかったのでしょう。

そして当時、全国のコンクリート天守が参考にしたのは大阪城天守閣だったという点は、かなり重要なポイントを占めているのかもしれません。

いまや築８１年、現役最長老のコンクリート天守・大阪城天守閣は、渡辺武・元館長の著書『大阪城話』によれば、役所内の所管部署がグルグル移り変わったそうで、その理由は、開業したては「展望台効果」で観光客を吸引したものの、その後、高度成長期に歴史資料の収集に力を入れて、約８０００点を所蔵する「歴史博物館」として路線転換したことが大きかったそうです。

じつに先見の明というか、罪つくりというか（失礼）、大阪城天守閣はひじょうに特殊な成功事例だったわけで、それを後から追いかけた全国のコンクリート天守は（各県に専門の歴史博物館が出来たため）ハシゴを外された格好になり、そのままゆっくりと今日まで老朽化が進んで来ているのです。
　
　
　
＜地産地消の木造化をめざす「小田原モデル」とは＞
　
　
　
そこで「小田原 城普請会議」の皆さんの手法が俄然、注目されそうです。

小田原の木造化のポイントは「地産地消」だそうで、今後もし計画が進むなら、近隣地域の木材を使いながら、具体的には現存の松江城天守のように複数の材を束ねて太い柱にするそうですが、それでも天守の脱落した “意味” を何か取り戻せるのかもしれません。

と言うのも、伊勢神宮の式年遷宮ではありませんが、そうした地元の長い持続的な裏づけこそ、意味不明の「天守閣もどき」を脱する、歴史的な第三の道かもしれないと感じるからです。
