驚嘆、信長の「天下」観念は今日にも通じているのか…

元亀３年、織田信長が、対立する足利義昭に突きつけた最後通牒(さいごつうちょう)と言われる「十七ヶ条の異見書」の十七条目には、次のように書かれていました。

＜ 諸事について御欲にふけられ候儀、理非にも外聞にも立ち入られざるの由、その聞え候、しかれば不思儀の土民・百姓にいたるまでも、あしき御所と申しなし候由に候 ＞

【口語訳】
あなたは万事欲が深い。金を貯めたり、怪しいことをして懐(ふところ)をこやしている。理非曲直を明らかにせず、世間の批評も耳に入らないという評判だ。そのため、物を考える力のない無知の土民・百姓までもが、悪い将軍だといっている。
　
　
ご承知のとおり信長は「天下の評判」を人物評価の物差しとして使い、自らの家臣の働きぶりをほめた書状でも、ご覧の足利将軍に対する最後通牒においても、そういう言い方をしていたことが知られています。

この件については、上の訳文が載っている著書『天下人の時代』で、歴史学（日本近世史）の巨頭のお一人、朝尾直弘先生が以下のように解説しておりまして、やはり私なんぞは、こんな見方の方がしっくり来るのです。

ここで、信長は「土民・百姓」の意見を受けとめるかたちをとって、義昭を批判しています。
武田信玄がこの意見書を見て「信長という男はたいへんなやつだ」といったというエピソードが伝わっていますが、信長が「天下のほうへん(褒貶)」、すなわちほめるとけなすと、世間の動向をいうとき、それには「土民・百姓」が含まれていました。
「土民・百姓」はたんなる支配の対象でなく、政治的見解をもつ一つの勢力、世論を構成する主体として位置づけられていたと考えられます。「土民・百姓」の勢力がそれだけ無視しえないものに成長していたこと、信長の天下がそれだけ厚みをもってとらえられていたことを示していました。…
　
　
このような見方の中でも、私は武田信玄がふと感じたはずの違和感（危機感？）に興味を感じておりまして、どういうことかと申しますと、織田信長が決して「土民・百姓」の味方でなかったことは明白でしょうし、それはおそらく武田信玄も百も承知だったと思うのですが、戦国大名(信長)が現職の足利将軍を詰問するのに、こともあろうに「土民・百姓」まで使って散々に言い立てる、という感覚に対して、まるで新種の生き物に出くわしたような（いよいよ出て来たか、といった）驚きが信玄の心にあったのではないでしょうか。
　
　
そもそも領国の “実効支配” に血道をあげていた戦国大名らが、自分たちは何者か、というアイデンティティをどこに求めたかと言えば、信玄などは文句なく “新羅三郎義光を祖とする甲斐源氏の血筋” がよりどころでしょうが、そんな信玄であれば、もしも足利将軍を詰問する立場になったとしても、絶対に「土民・百姓」の意見など、根拠にすることはなかったでしょう。

ところが、信長は違ったわけで、何故そんなことが出来たか？という点で、「天守」を創造するに至った信長や豊臣秀吉ら、織豊大名の「出自」が大きく関わっていたのだろうと思えてなりません。

当ブログで何度も申し上げたことですが、貴種の生まれでない武家が足利将軍を追放し、自らが天下人として君臨するとなれば、それ相当の軍事力があってもまだ不安のようで、そこで例えば、従う信者達の信仰心とか、民衆の「世論」といった、人々の「数」の力をよりどころにして、貴種の力に対抗するしかなかったのではないでしょうか。

さて、そこで話はちょっと変わりまして、先ごろ、皆様おなじみの「城」番組において、木岡敬雄(きおか たかお)先生の出演で「天守の建築美」が語られたりしていましたが、番組での木岡先生の解説は主に技術的な観点からのもので、これを観ていた私なんぞは、どうしても、城主や大工の動機の面… つまり「見せる天守」を造り上げた原動力はどこから発していたのか？ という面の方が気になって仕方がありませんでした。
　
　
その点で、前述の朝尾先生の「信長の天下がそれだけ厚みをもってとらえられていた」との指摘がググッと突き刺さるわけでして、つまり「見せる天守」を見せる対象というのは、それだけ厚みのある、当時の日本社会のあらゆる階層を想定したもので、それらをまるごと吸引する “力” のある建築が求められ、そのための「建築美」の追求であったように感じるのです。

とりわけ、我が国の「天守」が領国周辺のあらゆる人々に見せつけることを目的としたのに対して、西洋の美しい城館などは、その多くが領民の眺められる場所には建っていなかった、という事実は、美しい天守を造りあげた原動力が、どこから発したのかを如実に物語っているのでしょう。

　いきなり “キングメーカー” になろうとしていた、という朝尾説への興味＞
　
　
　
ではここで、信長をめぐる論議の最大のテーマ「信長の未完の政権構想とは」という問題で、少々確認をしておきたいのですが、信長が目指したのは将軍か関白か太政大臣かと、諸先生方や作家の方々がいろんな説をとなえた中で、前出の朝尾先生は（いまや古典的な？）解釈を表明されました。

すでにご承知の方も多いとは思いますが、朝尾先生は『御湯殿の上の日記』にある “正親町天皇の譲位と誠仁親王の天皇即位の費用は信長が負担するので、その後に官位の話はお受けする” という天正９年（本能寺の変の前年）の信長の返答について、次のように解釈しておられます。

信長の態度、考え方はここにはっきりと述べられています。
すなわち、かれのねらいは将軍や太政大臣など、朝廷の官職に無条件につくのではなく、キング・メーカーとして誠仁親王を即位させ、そのもとで権力をふるうところにありました。
これは秀吉が後陽成天皇を擁立し、太閤（前関白）として権力を行使し、家康が後水尾天皇を立て、大御所（前将軍）として政権を掌握したのと同じパターンです。
信長は「前右府（さきのうふ／前右大臣）」として死にましたが、かれのねらいは官職の制約を受けず、天皇の地位を左右する実力者として君臨するところにあったのです。
　
　
思えば、前回のブログ記事でも申し上げた「死ぬその時まで都の寺に＜寄宿＞し続けたのは何故なのか」というナゾも含めて考えますと、朝尾先生の言う、信長は結局、将軍にも、関白にも、太政大臣にもならずに（なる前に）いきなりキングメーカーになろうとしていたのだ、という極めてストレートな解釈は、たいへん魅力的に見えるのです。

信長は、朝廷が与える官職の枠に取り込まれず、より自由な立場で自らの政権を構想したい、という建て前を押し通したかったのであり、むろん足利将軍の位を簒奪(さんだつ)するつもりはなく、朝尾先生の言う「将軍に代わる新しい武家＝天下人」による体制を模索していたのでしょう。
　
　
ですから、そんな信長らの美しい天守＝「見せる天守」には、それ相応の動機や意図や思惑があったはず、という前提で申しますと、天守は言うなれば “安土桃山時代のマスメディア” でもあったのかもしれない… と思えて来まして、それは信長が気にした「天下の評判」にも、かなり巧妙に作用していたように思えるのです。…
